Plans

Good plans save lives.

Why We Plan

Emergency plans are like playbooks that tell everyone what to do when disaster strikes. Science shows that stress makes it harder to think clearly and make good decisions—so having a plan already in place means we don’t have to figure everything out in the middle of a crisis. Communities with strong plans save more lives and recover faster.

Our Core Plans

Emergency Operations Plan (EOP): Our master playbook that explains who does what during any emergency and how all our partner agencies work together.

All-Hazards Evacuation Plan: Our guide for safely moving people out of danger—whether it’s a wildfire, flood, or chemical spill—including how we help people who need extra assistance.

Local Hazard Mitigation Plan (LHMP): Our strategy for reducing risks before disasters happen, like strengthening buildings or improving drainage. This plan is required to receive certain federal funding.

Five-Year Strategic Plan: Our roadmap for making emergency management stronger over time—building partnerships, improving training, and helping our community become more resilient.
